PLUS DIFFERENTIALS
 
The Oregon Department of Human Services (DHS) is seeking a progressive and experienced professional to serve as the Chief Medical Officer for the Oregon State Hospital in Salem and the Portland campus. This position is Executive Service and is not represented by a union.  For immediate consideration apply now.
 
This recruitment will be used to establish a list of qualified candidates to fill the Oregon State Hospital Chief Medical Officer vacancy. 
 
*The salary for the applicants may be different than what is announced on this recruitment depending on the qualifications of the applicant. 
 
If the applicant meets the qualifications under “REQUIREMENTS” AND is licensed or eligible for licensure to practice medicine in the State of Oregon, with board certification by the Oregon Board of Medical Examiners, the salary is at the PEMJ level ($9,368 - $20,000).  Other differentials may apply.

COMPENSATION
 
Base Salary:  $9,368 - $20,000 monthly
 
Differentials:  (in addition to base salary – from $833 to $1,985 monthly)
  • Psychiatric Duty Differential - $10,000 annually (if applicable)
  • Board Certification Differential - 7.5% of base salary for Board Certification (or 10% for 2 or more certifications).
 
SCOPE OF THE POSITION
 
This position is responsible for administrative oversight of the medical staff, medical departments and clinical practice. This position reports to the Superintendent and plays a key leadership role in the hospital-wide strategic planning, quality improvement, risk management and business development and outreach.
 
The Oregon State Hospital, a 675 bed hospital with campuses in Salem and Portland, provides long-term psychiatric treatment for adults with severe and persistent mental illness who are civilly or criminally committed for treatment. Accredited by the Joint Commission on Accreditation of Health Organizations, the hospital has beds for gero-psychiatric and medical services; for treatment of civilly committed adults; for the evaluation and treatment of adults who have been charged with a crime; secure residential beds for less restrictive treatment of adults under the jurisdiction of the state Psychiatric Security Review Board; and the Portland campus has 92 beds for civilly committed adults. Combined, the two campuses serve 700-plus patients.
 
DUTIES AND RESPONSIBILITIES
 
This position is responsible for providing effective medical/psychiatric care to patients at the Oregon State Hospital with their full participation where possible and in the least restrictive manner.  This position is also responsible for the supervision of all medical services at the State Hospital to assure that all services medically necessary to assist patients to return to an appropriate community setting are identified and provided in an integrated manner.
 
Major duties include:
  • Plans and oversees the delivery of medical services that are consistent with the hospital’s mission and needs of the community.
  • Ensures that medical services are delivered in the most efficient manner and within hospital resources, utilizing business and clinical indicators as measures of success.
  • Develops and supports a strong physician team that actively engages in innovative clinical, academic and research activities to advance the practice of rehabilitation medicine.
  • Leadership in developing annual budget and performance indicators for medical staff departments, ensuring expenditure, revenue and performance targets are met.  Hold medical staff accountable to budgetary requirements and limitations.
  • Identifies and develops new service lines and/or delivery of care models that meet the needs of the patients we serve and are consistent with industry standards.
  • Ensures compliance with The Joint Commission ( JC formerly known as JCAHO), CARF, federal, State and local regulations associated with providing medical services in the hospital, including the medical staff credentialing process.
  • Ensure direct clinical services in the facility 24/7.
  • Plan and direct the development and implementation of all patient clinical programs.
  • Responsible for supervising all medical staff including physicians.
  • Develop medical staff performance and outcome measure that demonstrate high quality of patient care and treatment.
  • Participate in academic activities at Oregon Health and Science University to improve collaboration for training, recruitment and retention of professional staff at the Oregon State Hospital.

REQUIREMENTS
 
Six years of management experience in a public or private organization (preferably a hospital setting) which included responsibility for each of the following:
 
 a) providing medical leadership, b) current knowledge of mental health medications, c) assuring a functional process for credentialing medical staff, d) development of program rules and policies, e) development of short and long range goals and plans, and f) program evaluation.
 
Education:  M.D degree is required. Candidates must be board-certified at the time of appointment. Forensic board-certified or eligible psychiatrist is preferred.
 
Licensure:  Candidates must possess current licensure to practice medicine by the Oregon Board of Medical Examiners at the time of appointment and maintain licensure throughout employment.  Please indicate current licensure on your curriculum vitae.

WORKING CONDITIONS
 
Senior hospital staff are often on call and expected to be available during at all hours of the day and night. This position is scheduled to work a professional workweek; however, the incumbent's flexibility in a work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day, week to week.
 
Daily contact with patients who are severely mentally ill, frequently threatening and occasionally physically assaultive.
 
Frequently deal with urgent demands from patients, families and professionals in the hospital and in the community.
 
Daily work environment includes interview rooms, ward examining rooms, seclusion rooms, conference rooms, and office settings. 
 
Daily exposure to infectious diseases.
 
Statewide and national travel may be required with some overnight stays. You must have a valid driver's license and an acceptable driving record.  If not, you must be able to provide an alternate method of transportation.
