Overview

What is the Council?

The Department of Human Services (DHS) and Oregon Health Authority (OHA) advises the Director and Cabinet of each agency on issues related to domestic violence. The DHS Council was originally formed in 2002.  In 2010, the Council became the DHS and OHA Domestic Violence Council.

Council membership

The Council is comprised of fifteen members; five from DHS; five from OHA and five community members committed to address domestic violence within their communities.

Mission and values statement

The DV Council is committed to enhancing safety for victims/survivors of domestic violence in the way DHS and OHA services are delivered and to developing systems that ensure a coordinated community response to intervene in and prevent violence.

The Domestic Violence Council believes in the right of each person to live free of personal harm and recognizes that the individual seeking help is not responsible for the violence of another person's actions. Accountability for the violence rests with the perpetrator. We support employees by providing tools and education to promote recognition of domestic violence patterns in order to increase supportive services to victims and survivors. We are committed to continuously review our operations and improve our service delivery based upon community and employee feedback.

Hall of Fame

The domestic violence council honored three individuals and groups that have made a significant contribution to domestic violence intervention in the 2010.  Those honored include Annie Neal, Multnomah County Domestic Violence Coordinators Office; Vic Todd, Administrator Office of Self-sufficiency Programs; Linda Pursell and the District 2 Domestic Violence Team.  Thanks to each of these individuals and groups for their work to support survivors of domestic violence in Oregon and the work of DHS and OHA.

The DV Council wants to hear your ideas or concerns on statewide issues, policies and practices within DHS and OHA.

DV Council E-mail: April Scott, april.r.scott@state.or.us. Email will be checked regularly and distributed to an appropriate council member. However, the Council only meets bi-monthly so will not be able to make an immediate response.

Each District also has a domestic violence point person. They are able to provide program information and assistance, and can bring issues to the Council.

If you have a concern about a specific case or situation or need individual assistance, please contact your DHS local office.

  DHS leadership has approved these Standards related to domestic violence prevention and intervention. The Standards reflect a vision that will guide the Department and contractors in developing policies and practices that are supportive of the needs of survivors of domestic violence.
